The nomination of the city of Salt to the World Heritage list  was attempted several times by the representatives of the local community and authorities with a bottom up approach starting in the 80's of the last century. Based on studies of the time, the city counted about 750 relevant historic buildings mostly from the Ottoman age some of an earlier dating, several of them still in a decent state of conservation others in bad need of structural restoration. Most of the historic built stock at that time presented an overall good state of conservation conferring to the hilly city its peculiar townscape.

However, like many other places in the region during the last few decades Salt registered a sharp increase of population by hosting those escaping from poverty and/or conflict within the region. This increase determined a sudden urban development all around the old city and much further away. In this perspective, it is unfortunate that its nomination to the World Heritage list was not considered eligible in earlier stages, when even more stringent urban regulatory policies could have been enforced setting better land use plans and tighter protective measures for the historic city centre.

I was following the file and I was one of those people who convinced them to agree with ICOMOS for deferring the dossier and work with them to fix the issues that ICOMOS is not happy with. In such cases the best option to go for defer because it allow the state party to redo the file, in case of significant issues. That file was significantly revised and I believe it give more justified ouv than before. 

 

I also feel sorry for the site in Dubai,  believe the World Heritage system shall consider and better understand other types of heritage like the gulf countries or other region
